An initiative by several Howard County authorities has been created to address the increasing number of
juvenile runaways and the harboring of them by adults who have no real relationship to them.
Authorities say the problem is growing an alarming rate and they are putting the adults that harbor the juveniles on notice that the act is against the law and they risk being prosecuted.
